The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:
1. Support to health partners for the provision of comprehensive rehabilitation services through training, technical supervisions and donations of assistive devices and/or Equipment
2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses
3. Education to the risks and effects caused by conventional weapons and urgent marking of hazardous areas
4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
DESCRIPTION :

Size of budget managed: About 10M EUR in 2017
Duration of funding (project): 4 years
Size of team: About 200 (30 expats + 160 national staffs)
Number of persons directly managed by the position: 4 (MEAL Coordinator, Grants Manager, Inclusion Coordinator, Senior Program Officer)
OBJECTIVES OF THE POSITION
Under the responsibility of the Head of Mission and in close collaboration with the Technical Unit Coordinator, the Support Services Coordinator and the four Area Coordinators, and in link with the Deputy Desk Manager, he/she will be in charge:
- Lead the definition and the implementation of the overall program strategy for Syria;
- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;
- Lead the definition of new interventions and new grant applications;
- Provide advice and support to the Area Coordinators and the Project Managers in the implementation of their programs;
- Provide management and leadership to the coordination program team;
- Ensure smooth coordination with other humanitarian actors on program aspects;
- Replace the Head of Mission and/or one of the Area Coordinators when needed;

PROFIL:
o At least 6 years of experience in the humanitarian sectoro At least 4 years of experience in project coordination and/or field base coordination
o Solid work experience in at least one core sector: health and disability (physical rehabilitation, P&O, psychosocial support), food and non-food (emergency distributions) and/or mine action (risk education, marking, clearance). Any additional experience in a second or third sector is a strong asset.
o Solid experience in relations/negotiations with donors and in preparation/revision of donor proposals and reports.
o Previous work experience in the Syrian crisis is a strong asset
o Work experience with implementing partners and/or in remote-control settings is an asset.
o Previous work experience with HI is an asset
o Proven representation experience, strong communication skills
o English mandatory (oral and written),
o Strong writing and reporting skills
o Arabic is a strong asset.
o Strong interpersonal and intercultural skills
o High level of motivation, autonomy and proactivity
o Ability to work under high pressure
LANGUAGE(S):
SPECIFICS :
Position based in Amman but highly mobile. The expatriate should expect to spend at least 50% of their working time outside of Jordan, with trips to Beirut (Lebanon), Gaziantep and Antakya (Turkey), Erbil and Dohuk (northern Iraq) and some accessible parts of Syria.
CONDITIONS:
• Starting date : 29/05/2017• Length of the contract: 12 months renewable
• Salary from 2800 € (gross) / month regarding the experience of the candidate
• Perdiem : 633 (net)
• Insurances : medical hearth coverage, retirement planning, repatriation
• Paid holiday : 25 days per year + R&R: 1 day per month
• Status : position open to couples and/or families, considering that the position is highly mobile (50% out of Amman)
• Housing : Collective is single / individual if couple/family
