ORGANISATION PROFILE / PROGRAMME SUMMARY:
Egypt has a long-history of hosting refugees and migrants from the Middle East and Africa, as both a resettlement and transit country. According to the UN Refugee Agency (UNHCR), Egypt currently hosts an estimated 268,000 registered refugees and asylum-seekers. Although there are a range of ethnicities and nationalities that compose this refugee population, a group of African refugees remain the target population of concern in this project.

The current number of African refugees registered with UNHCR in Egypt is approximately 53,806; however this is a drastic under-representation of the true number. Many choose not to, or are unable to, register with UNHCR for reasons including: difficulty accessing UNHCR registration sites, concerns regarding the implications of registering upon return to their home state, a lack of understanding or misinformation regarding UNHCR’s mandate and an unwillingness to share personal data information. Many Sudanese have closed file cases, as their application for asylum was rejected by UNHCR, or arrived prior to 2004, meaning they are not recognized by UNHCR and are no longer eligible for support. The Syrian refugee community in Egypt, currently comprising 133,682 registered persons of concern with UNHCR, receives the bulk of assistance provided by the United Nations (UN) and other international non-governmental organisations (INGOs). Although the Syrian refugee response remains underfunded in Egypt, the African community is neglected from programming, and has significant unmet needs that Save the Children International (SCI) identifies as a major gap in assistance.

FORSA 4 project will target African refugees and migrants and vulnerable Egyptian host communities living in the Ard El Lewa, Faysal and Barageel districts of Giza through an integrated child protection, education and health assistance for Africans and Egyptians. Activities are coordinated from the Child Centered Space Centre, located at Ard El Lewa.

ROLE PURPOSE:
The Field Admin and Financial Assistant will be responsible for effective and timely administrative and financial support for Save the Children’s FORSA 4 project: Opportunities for equality in education, health, protection and livelihoods for African refugees and host communities in Giza.
SCOPE OF ROLE:
Reports to:  Project Assistant

KEY AREAS OF ACCOUNTABILITY:

Ø  Ensure that SCI’s minimum standards of financial and administrative procedures and country policies are implemented and adhered to the area of responsibility, supporting relevant staff as required.
Ø  Financial and administrative coordination for activities planned in the field.
Ø  Responsible for attendance sheets of staff in the field.
Ø  Support in keeping and managing assets and consumable materials in the field. 
Ø  Support in financial advances and settlements for all field activities and hold the responsibility of cash/goods delivery to the persons of concern.

EXPERIENCE AND SKILLS:
Essential

Ø  Relevant bachelor’s degree in Accounting or Business Administration.
Ø  Minimum two years of experience in finance and administration of field operations.
Ø  Proactive, results orientated and able to remain positive and solutions-focused under pressure
Ø  Clear written and spoken communication skills in English and Arabic
Ø  Proven problem solving skills and ability to provide clear practical solutions to operational challenges
Ø  Highly developed interpersonal skills including, ability to work well both independently and with diverse/international teams, with a good sense of humour
Ø  Demonstrable time management/organisation skills in challenging environments
Ø  Commitment to the mission, vision, values and policies of Save the Children International, with a focus on Anti Fraud policy.
Desirable
Ø  Familiar with African refugee context in Egypt and associated political/cultural sensitivities
Ø  Previous experience (voluntary or waged) with procurement systems.
