CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

HI is managing a remote humanitarian program from three separate hubs in neighbouring countries, along four main pillars:
1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services through training, technical supervisions and donations of rehabilitation material and/or Equipment
2. Provision of basic needs kits in one-shot distributions to people who experience a sudden degradation of their living conditions
3. Education to the risks and effects caused by conventional weapons and urgent marking of hazardous areas
4. Inclusion promotion / reduction of barriers and discriminations linked with age, disability and other vulnerability factors, through training, technical support and mainstreaming activities in the work of other humanitarian actors

The current intervention is based on a mix of remote management of HI national teams and remote partnerships with local structures and organisations.

HI has conducted advocacy work on the humanitarian situation in Syria since 2012. This work has been conducted mainly at the international level, with the dissemination of reports and factsheets, the publication of press releases, and the participation in international conferences and meetings.
In 2017 and 2018, HI is planning to continue its advocacy work at the international level and to strengthen its advocacy efforts at regional and local level, with donor governments, in regional humanitarian fora, with local authorities, and with other key decision makers.

HI’s two main areas for advocacy work in Syria are:
• Advocacy on breaches of humanitarian principles, on use and impact of forbidden weapons and of explosive weapons in populated areas (EWIPA), and on barriers on access to humanitarian assistance for vulnerable groups
• Advocacy on humanitarian access for NGOs and respect of humanitarian space

DESCRIPTION :
Strategy
• Contribute to the elaboration of HI’s humanitarian advocacy strategy for Syria
• Take the lead in operationalizing of the advocacy strategy and the definition of clear action plans and concrete actions
• Define targets and indicators of progress and success for HI’s advocacy actions in Syria.
• Act as primary contact point with the HQ Advocacy Unit and ensure that HI’s advocacy actions in Syria fit in and contribute to HI’s global advocacy programs.

Situation and advocacy analysis
• Monitor the humanitarian context in Syria and the constraints on humanitarian access for NGOs, in synergy with the Area Coordinators,
• Coordinate the collection of quantitative and qualitative data on breaches of humanitarian principles, use and impact of forbidden weapons and EWIPA, and on barriers on access to humanitarian assistance for vulnerable groups.
• Conduct regular discussions with field teams, Project Managers, and Area Coordinators on the specific humanitarian and protection issues in HI’s intervention areas.
• Identify key issues which might need / justify an advocacy response.
• Identify key decision makers, key leverage points and key advocacy opportunities for HI (and for the humanitarian community) on Syria.

Advocacy products creation
• Produce written advocacy materials for publications, such as policy papers, articles, press releases, and reports, in collaboration with the Regional Communication Advisor, HI’s Advocacy Unit and other colleagues.
• Produce talking points, key messages and/or draft speeches for oral presentations / discussions.
• Ensure that all advocacy messages, documents and strategies are evidence-based, drawn from field experience, direct witnessing, and reliable quantitative and qualitative data.

External coordination and representation
• Represent HI in the Syria INGO Regional Advocacy Working Group (SIRAWG) and contribute to the development of joint advocacy initiatives.
• When needed, represent HI in the Syria INGO Regional Forum, in coordination with the Heads of Missions of the concerned countries of the Syrian crisis.
• In coordination with the Head of Mission and the Area Coordinators, represent HI in advocacy discussions with national authorities, NGOs, UN agencies, national authorities, donor agencies and governments, human rights organisations, and other relevant stakeholders.
• When invited by the HQ Advocacy Unit, participate in international advocacy events (conferences, public events, donor country briefings, etc.)

Reporting and capitalization
• Create and maintain a contact list of relevant advocacy stakeholders
• Create and maintain an archive of relevant information / documents related with advocacy
• Contribute to the Syria monthly situation report (SitRep);

PROFIL:
• A bachelor degree is mandatory. A Master’s degree in social / political sciences, human rights, law, humanitarian aid, and/or communication is an asset
• At least 3 years of professional experience in advocacy, communication, protection and/or human rights issues, in NGOs and/or institutions
• Previous experience in humanitarian/emergency contexts is mandatory
• Previous experience on the Syrian crisis or in another Middle Eastern context is a strong asset
• Previous experience with HI is an asset
• Proven representation experience and ability to speak in public
• Very strong communication skills
• Very strong writing and reporting skills
• Strong interpersonal and intercultural skills
• Ability to work under high pressure and without constant supervision
• High level of motivation and proactivity
• Excellent English speaker (both oral and written)
• Arabic would be a strong asset
• French would be an asset
