We are looking for a highly qualified individual to fill-in the vacancy of Livelihoods Field Supervisor to work in Hama under employment contract.
Who are we?
DRC has been working in the MENA region since 2003 and is currently one of the few international organizations registered and operating legally in the countries of Iraq, Syria, Lebanon, Turkey, Libya and Jordan. Since 2013, DRC has been operating as the largest INGO responding to the Syrian crisis in Syria and Lebanon and has assisted over 1 million refugees and IDPs a year. DRC has been actively operating in Syria since 2008, mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihood and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs).

Supervise the implementation of DRC Syria’s Livelihoods Programme in the DRC AoI; including Livelihood Counselling, VT, complementary training, internships, Asset Replacements & Microgrants; through direct, partner, and subcontracting modalities
Duties
- Strategy
- Maintain contextual awareness of the AoI including beneficiaries’ needs, market needs, risks, challenges, and opportunities
- Engage with strategy development processes and elicit/ ensure team input
- Donors
- Understand donor requirements and apply within activity implementation, including communication to Livelihoods team
- Work plans
- Understand, and coordinate implementation per agreed work plan/ implementation plan with manager
- Develop and implement detailed activity workplans for Livelihoods Field Assistants
- Reporting
- Produce or ensure production of field reporting inputs, per agreed reporting schedule and formats agreed with manager
- Planning expenditure and procurement
- Where expenditure is at field level; adhere to forecast and spending plan agreed with managers for each activity, alert LLH AC when deviating from plan.
- Delivery of targets
- Understand targets and communicate to Field Assistants; timely communication with LLH AC when deviating from agreed targets (+/-) or timeline is delayed/ can be sped up
- Input to procurement specifications and requirements in coordination with Field Assistants and LLH AC
- Compliance with DRC’s administrative, logistics & procurement & financial SOPs
- Familiarize with, understand and apply SOPs
- Disseminate to/ advise field team on compliance
- Raise feedback/ issues to LLH AC when SOPs are not working
- Monitoring
- Ensure monitoring activities are understood, allocated, and followed up on by Field Assistants
- Ensure team is using monitoring tools, and Sigma when rolled out.
- Produce or ensure production of field monitoring reports
- Amend implementation based on feedback elicited through monitoring and agreed changes with LLH AC
- Selection/targeting
- Understand beneficiary selection criteria and targets in specific AoI and by donor, seek clarification from LLH AC when not clear
- Fully cooperate with and support rollout of CC registration tools and work towards systematic improvement
- Receive training on, and disseminate training to Field Assistants on new tools
- Ensure adherence to LLH SOPs
- Ensure completed paper beneficiary assessment and selection tools are consolidated electronically, including on Sigma
- Evaluation, learning and research
- Ensure documentation is up to date and systematically organised to enable access by evaluators
- Document lessons learned at project junctures
- IM
- Utilise and ensure team utilization of SIGMA
- HR
- Ensure every team member has a very clear understanding of their responsibilities, workplan, and timelines
- Manage team members of all contractual statuses and provide feedback on regular basis
- Keep ongoing record of PADA material, raise development needs, actively take part in training opportunities
- Internal cooperation
- Regularly update LLH AC with support requirements at field level, activity progress/deviation
- Raise challenges to PM when support is not provided appropriately/timely manner
- External representation and coordination
- Deputize for LLH AC/LLH PM, as required, cooperation/liaison with: coordination fora; RCM; donors; INGOs and LNGOs; Ministry partners

To be successful in this role you must have:
- Bachelor’s Degree in Economics, Finance, Business Administration, Nutrition, or similar relevant education.
- Excellent computer skills, including Excel.
- Minimum two years of experience with NGO in related activities/projects in Syria.
- Minimum one year experience in implementing Livelihoods interventions.
- Fluent spoken and written Arabic is essential.
- Very good spoken and written English
- Fluent spoken and written English is preferred but not essential.

We offer
DRC will offer the successful applicant a six month contract, renewable dependent on both funding and performance. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff for the Officer level.
