CHILD SAFEGUARDING:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Livelihoods Self-Employment Senior Officer is accountable to ensuring the development, implementation and achievement of the team objectives in line with Save the Children International (SCI) policies. The livelihoods self-employment senior officer is expected to play a leading role in supervising SCI’s self-employment livelihoods activities for refugee youth and adults in Cairo. He/She has significant responsibility for monitoring the quality of field activities ensuring delivery of timely results, providing technical support for staff, and establishing good relationship with different stakeholders. He/she is to be held accountable for the quality and standards of operations in the field. The position will also act as budget holder and ensure regular monitoring of implementation and budget besides submitting timely reports to donors.

SCOPE OF ROLE:
Reports to: Programme Manager (Temporarily) until Livelihoods Team Leader is recruited.

Staff reporting to this post: Livelihoods Self- Employment Officer and Capacity building Officer. Besides indirectly supervise Mentorship Coordinator (5 staff) – Livelihoods business development coordinator (1 staff)
KEY AREAS OF ACCOUNTABILITY:
Project Implementation:
  • Lead on SCI Self-employment Team planning and implementation.
  • Ensure that team activities are implemented in line with the different projects main objectives and in line with Save the Children’s policies and procedures, and adhere to donors’ requirements and guidelines.
  • Actively attend meetings with donors and partner organizations to present SCI Self-employment work.
  • Provide expert and technical support for team staff to ensure that activities are implemented in quality and timely manner.
  • Monitor effectively the expenditures of the team budget on a monthly basis and act as budget holder on multiple grants.
  • Monitor the quality of filed activities and ensure innovative techniques are used.
  • Revise and approve on monthly basis field activities plans.
  • Provide capacity building training and technical support to field staff and local partners to ensure quality implementation, monitoring and evaluation of project activities.
  • Maintain close coordination with other project managers/Senior Officers and programs to ensure good synergy with other Save the Children initiatives in the field.
  • Support mainstreaming of SCI Child Safeguarding policy in all activities
  • Make regular field visits, and document such visits.
  • Ensure proper use of designated team assets.
  • Ensure the ongoing professional development and management of staff.
  • Identify and organize collaborative partnership with new services providers;
  • Draft monthly reports and ensure proper data gathering and data accuracy as per monitoring and evaluation plan;

Reporting and documentation
  • Draft concise, useful and analytical reports, case studies, and other documents as needed on a monthly, quarterly and annual basis and as requested by SC, donors and other stakeholders.
  • Oversee the Essential Business Skills (EBS) training outputs, outcomes and impact. 
  • Regular reporting to Programme Manager with team updates.
  • Organize and maintain team filling system
Budgeting
  • Act as budget holder on multiple grants and monitor the team budget variances on monthly and quarterly basis.
  • Ensure that SCI Self-Employment team implementation follow the different donors and Save the Children’s budget utilization guidelines.
  • Ensure that activities conducted are in line with the budget and forecast plan.
  • Ensure efficient use of the organization resources.
  • Ensure the timely and efficient spending of the project funds according to approved plans and keep up-to-date records of project expenses.

Partnerships/Networks
  • Advocate that other service providers and organizations to act in best interest of livelihood beneficiary.
  • Ensure the efficiency of referral system through internal and external sources.
  • Create necessary networks with other organizations or other SCI services which can serve the beneficiaries’ needs which affect the livelihood needs.

EXPERIENCE AND SKILLS:
Essential
  • Bachelor’s degree in development related fields; having master’s degree is preferable.
  • Minimum of 4-5 years of experience in development/humanitarian aid; previous experience in economic empowerment programming is a must.
  • Previous management experience is required;
  • Highly developed interpersonal, communication skills, writing and organizational skills;
  • Fluency in English and Arabic (spoken and written) is required;
  • Experience with refugee/marginalized communities;
  • Commitment to SCI’s values and policy;
Desirable
  • Previous experience in livelihoods projects for youth;
  • Familiar with African and Syrian refugee context in Egypt and associated political/cultural sensitivities;
