ROLE PURPOSE:
As a member of the Monitoring, Evaluation, Accountability and Learning (MEAL) Team, the MEAL Officer provides technical hands-on support and leads on specific MEAL activities. This includes designing project M&E, Accountability and Learning Plans; conducting and supporting evaluation studies, designing project monitoring tools, supporting effective monitoring of project outputs; capturing project results; and contributing to SCI annual monitoring and reporting. The position also supports effective accountability systems, including beneficiary complaints and response systems; and will contribute to project and organisational learning processes.
In line with SCI Egypt’s MEAL approaches, the MEAL Officer is responsible for ensuring all MEAL processes are gender-sensitive, and are participatory, including capturing the voice of children.
The role includes providing direct, hands-on support for project and program MEAL activities; providing MEAL capacity building for staff and partners; and engaging in MEAL learning processes. The MEAL Officer is expected to work in close collaboration with MEAL team members, and with program and project staff.
The position is Cairo based, and may include frequent travel to Save the Children Egypt’s program locations across Egypt.

SCOPE OF ROLE:
Reports to: Monitoring, Evaluation, Accountability and Learning Manager
Country Dimensions: Save the Children works in 11 regions in Egypt with a current staff complement of approximately 250 staff and current expenditure of approximately US $11 million each year.

KEY AREAS OF ACCOUNTABILITY:
In collaboration with the MEAL Manager, MEAL and program staff:
- Supporting the development and implementation of quality project monitoring and evaluation systems, frameworks, methodologies, tools, analysis and reporting, in line with donor requirements and SCI Egypt priorities
- Supporting the development and implementation of quality assessments, baseline and evaluation studies. This includes designing methodologies relevant to the project indicators, designing tools, training and supervising enumerators, conducting data cleaning and analysis, and writing clear evaluation study reports.
- Supporting streamlined systems and processes for capturing project data and activity / output tracking; and for Country Office monitoring and annual reporting requirements
- Leading quality accountability mechanisms, processes and practice
- Leading analysis, action/research and impact assessments, to inform program planning and design; and to capture evidence of effectiveness
- Contributing to SCI global monitoring and reporting
- Contributing to project and program learning processes
- Contributing to building MEAL capacities amongst program and partner staff
- Promoting participation of children in project monitoring, evaluation, research and learning processes
- Ensuring gender sensitive, inclusive and participatory processes across MEAL components
- Supporting the recruitment of partner M&E staff

QUALIFICATIONS AND EXPERIENCE
- Bachelor degree in social science or relevant fields, post graduate level qualifications in social studies is preferred,
- 3-5 years of monitoring and evaluation experience. Experience with a development agency, particularly INGOs, is preferred
- Experience with research methods and data management and analysis in social development
- Experience in developing tools and methodologies to and with children
- Highly developed interpersonal and communication skills, including excellent internal consultation and liaison skills; facilitation and coaching skills
- Excellent analytical and creative abilities with strong results orientation
- Fluency in English and Arabic (spoken and written) is required
- Commitment to Save the Children values and Child Safeguarding
