ORGANIZATIONAL CONTEXT
These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a more senior VAM or Programme Policy Officer. Job holders operate independently and are involved in operational activities and related analytical work.
JOB PURPOSE
To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).
KEY ACCOUNTABILITIES (not all-inclusive)
The Programme officer (VAM), under the direct supervision of the Head of Programme will lead, manage and coordinate the following tasks:

  • Lead WFP Syria food security monitoring system (FSMS), mobile VAM and market monitoring jointly with VAM RBC and HQ.
  • Develop and produce food security and market update every months based on field assessment, mVAM data, analysis of WFP and partners markets data.
  • Support the Programme section on targeting of beneficiaries for various types of WFP assistance modalities, mainly focusing on the vulnerable urban/rural poor households.
  • Lead/participate in the crop and food security assessment (CFSAM).
  • Lead/participate in the household food security assessment jointly with central bureau of statistics and other stake holder.
  • Support Programme and other WFP sections on any VAM related routine activities (information requirements).
  • Capacity building for WFP SOs, county level government partners and other stakeholders on food security and early warning as well as targeting related issues.
  • Liaise with national and international organizations (FAO, UNICEF), to share information, establish sound relationships for effective collaborations and to develop common understanding of food security and vulnerability analyses.
  • Coordinate and manage WFP assessments at the sub-National level, including data preparedness and training of assessment teams.
  • Development and mainstream gender into assessment tools and methods; oversee the development of special studies;
  • Provide well-analysed thoroughly triangulated information to humanitarian community for advocacy and resource mobilization purposes.


Result expected:
Assessment/monitoring tools developed or adapted to suit each study in the context of Syria. Assessment, monitoring and special studies data analysed and reports produced with Government; WFP and stakeholders. VAM section capacity strengthened reflected through better assessment reports; special study reports produced.

STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.
OR:
First University Degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field with additional years of related work experience and/or training/courses.

Language: Fluency (level C) in English language and Arabic language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • At least 3 years’ work experience in a Food security assessments and analysis environment.
  • Experience in data collection and analysis and analytical writing desired.
  • Experience with a humanitarian NGO or an international aid organisation would be useful but is not mandatory.
  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
SKILLS
  • Proven skills of assessment and study design, data analysis and report writing.
  • Demonstrated analytical writing skills
  • Proficient computer knowledge and skills
  • Knowledge and skills in project management, monitoring and reporting
  • Knowledge of food security and vulnerability analysis are advantageous
  • Language: Strong (Level C) English oral and written communication skills.
  • Other Desirable Skills:  Computer skills - Knowledge of relevant WFP specified software, and skills in SPSS and other software packages.
